On the evening of 6 June 1913 in York Seebohm Rowntree chaired what would be the inaugural meeting of the Welfare Workers' Association.  There were employers and managers present but the majority were Welfare Workers, some of whom were later to become leaders of the institute. 

The first minute book of the institute records states that it was decided to form an Association of Employers interested in industrial betterment and of welfare workers engaged by them'. The first 34 members, listed below, are those welfare workers who paid their shilling subscription.
