The paper draws out the practical implications for managers, and case studies illustrate practice at Standard and Poor's, the John Lewis Partnership, the Defence Logistics Organisation and the Defence Procurement Agency.

This is the first of two 'change agenda' reports based on research undertaken in six organisations by John Purcell, Academic Adviser, ACAS, and Sue Hutchinson, Senior Lecturer in HR Management, University of the West of England. A second report looking at the role of line managers in learning, training and development was published in April 2007.
