This report examines the transformation of the HR function as organisations are adopting – in some shape or form – the ‘three-legged stool’ model developed by Dave Ulrich combining shared HR services, business partners and centres of expertise.

It focuses in particular on the perceived difficulties of attracting into the HR function talented people with the potential to fill senior HR roles, particularly that of strategic business partner, and what organisations are doing to address any shortfall

The report builds on CIPD research and on ongoing discussion and debate within the HR community about issues including:
  • strategic HR talent and business partnering – what is the problem?
  • enablers of successful business partnering
  • background and competencies needed to be effective in the business partner role
  • how organisations are building the HR talent pipeline
  • the continuing professional development needs of HR professionals.

Two case studies examine practice in Royal Dutch Shell and University College London Hospitals NHS foundation trust.
