Public policy affects the everyday working lives of HR professionals through employment law, regulation or voluntary codes of practice. The CIPD, in partnership with its members, has a duty to represent the public policy interests of the HR community by using our research and the professional experience of our members to develop pragmatic, rather than political, responses to public policy.

The Government has announced a review of business regulation that will look at the impact of regulation on small businesses. Specific proposals include making legislation simpler for small firms or exempting them altogther.

Public policy poll


The public policy poll is designed to explore members’ views on a wide range of topical issues. Each poll runs for a maximum of four weeks with the results published on the HR Lobby page in a short report.

We are currently running a public policy poll exploring employer attitudes to apprenticeships and how the provision of apprenticeship places can be boosted.

Why is public policy relevant to the HR community?


Public policy affects the everyday working lives of HR professionals in a number of ways including through fast changing employment legislation, the work of government agencies and voluntary codes of practice. It is vital that the HR practitioners are willing to speak up on issues that affect them where they have valuable knowledge and expertise.

Current consultations


The CIPD is regularly asked to respond to government consultations and requested to provide evidence to parliamentary committees and non-governmental agencies. We respond whenever there is an important people management and development angle to a policy issue where we can make a distinctive contribution.

The CIPD has responded to more than 12 public policy consultations in the last year alone on a range of people management and development issues. You can view our previous consultation responses going back over the last few years.

Engaging with Whitehall and Westminster

The CIPD develops working relationships with government ministers, civil service policy advisers as well as opposition politicians to ensure that the Institute is well placed to influence public policy development at the highest level. We ensure that our research is linked to the evolving public policy agenda so that we have evidence to support our stance on particular policy issues.
