Information and consultation

Current joint CIPD/BERR/ACAS project - longitudinal employer case studies

  • We are working on a project exploring the impact of the Information and Consultation of Employees Regulations, which have applied to organisations of 100 or more employees from April 2007. The work is funded by the Employment Market Analysis and Research branch of the Department for Business, Enterprise and Regulatory Reform (BERR), and is co-funded by ACAS and CIPD.

The research is being conducted by a team of academics from Warwick Business School, Mark Hall, Michael Terry and Jane Parker, as well as John Purcell, formerly of the University of Bath School of Management and now with Acas as their Academic Adviser.

Initial findings from the study were reported in Implementing Information and Consultation: Early Experience under the ICE Regulations, published in September 2007. Drawing on interviews carried out in 13 case study organisations, it reports on the impact of the ICE arrangements on management decision-making, employee commitment, employment relations climate and organisational effectiveness.

A joint advisory group, made up of representatives from the DTI, CIPD and Acas, meets regularly to monitor the project’s progress.

A further report is anticipated towards the end of 2008.

The CIPD representative on the group is employee relations adviser Ben Willmott.
