Ex-offenders

  • In 2007, we carried out a national survey to explore employers' views and experiences of employing ex-offenders and what provisions would help to engage them in being more proactive in doing this. A report of the findings, Employing Ex-offenders to Capture Talent,  was published in May 2007. The results will help organisations to benchmark themselves and will be used by the Institute to influence the development of policies and initiatives designed by the Home Office to support the rehabilitation of offenders.

  • Our paper Employers and Offenders: Reducing crime through work and rehabilitation reviews the policy context in which efforts to improve  employment opportunities for offenders are being made. It describes the key difficulties that offenders face in finding work and explains what is known about employer attitudes. It identifies the key ingredients of successful programmes and makes a set of recommendations for improving practice.

  • Employing Ex-offenders: A practical guide first sets out the relevant law. It then provides guidance for employers on implementing fair and responsible policy and practice for employing ex-offenders, based on a full assessment of the risks involved.

  • Ex-offenders: A good-practice framework for their employment is a practical interactive tool. It provides guidance on drawing up a business case for employing ex-offenders, a questionnarie exercise to help you assess your organisation's position, and an action plan.

  • We also have basic factsheet guidance to complement the surveys.
