A review of the existing evidence on the relationship between skills, training and business performance. The evidence shows a strong positive relationship but demonstrates the need for training and development to be positioned within HR practices and enhanced employee commitment. It sets out the ‘4A model of capability’ – a framework for organisations to consider their own investment in people in terms of access, ability, attitude and application.
