Deciding how to set the standard as a manager

Setting standards should be easy. There are, however, all sorts of difficulties that can occur. An employee failing to do what you expected is just one of them. Problems occur where there has been a misunderstanding about what is expected and this is more likely to happen when the request or instruction is verbal. Unfortunately, when we set standards verbally the outcome may be different from what was intended. How managers set standards will make a difference to eventual delivery. A verbal request may be okay with a low-level issue, but others may require a formal approach.
