Completion of HR1 Form - Notification of Redundancies

I have had conflicting views over completing this form. 

Section 6 - Column 1 requests total number of employee by category - does this relate to to total number in 1 establishment including at risk and none at risk staff or just at risk staff.  

then column 2 number of redundancies (this i assume will relate to number to be made redundant in the same establishment. 

We are a large company with several brands, buildings, offices etc. We have determined the definition of establishment.

    Very sure that the first column is looking for overall / total numbers employed in each category and the second column the numbers from each category that may become redundant.
