This study explores how a local skills ecosystem helped alleviate skills gaps and improve job quality within an Eastern European migrant community in Liverpool. Employers, HR professionals and workers themselves worked together to design a mutually beneficial system that raised educational aspirations and broadened access to training opportunities.
